KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COAEMSSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: September 14, 2020
TOPIC: Interlocal Agreement Considering Annexation and Development Within
the Urban Growth Area of Ellensburg
ACTION REQUESTED: Direct Staff Prepare Enabling Documents
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff prepare enabling documents for Board consideration.
BRIEFING SUNMARY:
• For over a decade, the City of Ellensburg and Kittitas County have tried to
finalize agreement on Urban Growth Boundary administration.
• For the past several years, the issue of collecting impact fees within the Urban
Growth Area (UGA) by the County, on behalf of the City, has been the major
sticking point.
• Recently, City and County staff and elected official met discussing resolution to
final outstanding issues attempting to complete the interlocal agreement process.
BACKGROUND:
Building residential housing improvements in the UGA of Ellensburg can be a frustrating
experience for land developers. The County and the City have two separate development
codes and subdivision development standards. Formally adopting the City's standards in
the UGA makes sense to staff as eventually those land use developments are planned to
be within the City's corporate boundary. Collecting impact fees has been the reason for
no action on the proposed interlocal agreement for the past several years. Recently, City
and County staff and elected official met discussing resolution to final outstanding issues
attempting to complete the interlocal agreement process.
DISCUSSION:
Staff (both City and County) are proposing the following edits to the previous attempted
agreement (2016):
RECITALS: The third WHEREAS includes new language: "...including the
possibility of development impact or other fees for the review and permitting of
any new development within the UGA",
TERMS: "Transportation (policies 4.1-4.8) are added to section 2.
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
