Tourism-Related, Small-Scale Municipality-Owned Capital Project Narrative
L. Project Description: Please describe the project in detail, lndicate the major work to be
completed, any milestones that need to be overcome in order for the project to move
forward and include a comparison of existing and proposed conditions,
The small capital project we are requesting grant funding for entails renovating the
announcer stand booth in the Rodeo Arena of the Kittitas Valley Event Center. The
current structure is a tin-framed building that was not properly ventilated or insulated
when originally constructed, creating condensation issues due to the humidity levels
in the winter. The condensation problem led to growth of mold in the walls and old
carpet. This is a high priority to address due to the health and safety of our event
holders, visitors, and staff.
Our project includes demoing the interior sheet rock walls, removing all old insulation
and mold, and disposing of water-damaged ceiling tiles. We will then re-insulate the
entire interior with a spray foam that will be water resistant and solve our
condensation issues. The new insulation will prevent the water accumulation that is
damaging to the ceiling, walls, and carpet of the announcer stand. The last step will be
to place a finished wall over the spray foam insulation to look clean for professional
uses. Some of the milestones to overcome will include making sure the specs of the
insulation meet city and fire codes for safety abuse. We will be working closety with
our county departments, contractors, and local officials to make sure the new
renovations me all current standards.
2. Kittitas County Tourism lnfrastructure Plan: Please explain how the project meets the goals
and priorities in the Kittitas County Tourism lnfrastructure Plan as adopted. Also, describe
the specific county tourism infrastructure needs the project addresses and how the project
directly increases tourism. Explain how the improvements will promote tourism in Kittitas
County and indicate specifically how the improvements will directly increase economic
activity resulting from tourists (see the definition of tourist on page 3 of this application).
The Kittitas Valley Event Center is not only home to the famous Ellensburg Rodeo, but
many large rodeo and other closely related events in the Rodeo Arena every year.
Some of these events are growing rapidly and are being associated with larger
stakeholders across the country, such as PRCA. Having a properly working facility
customers can conduct their high-level events in, is very important to our tourism plan
in order to keep those large economic drivers and possibly gain new ones. With the
renovations, the announcer stand will be much more versatile and able to use longer
periods of the year.
3. Use of Grant Funds: Please explain exactly how the requested funds will be used. lnclude an
itemized list.
The following steps and expenses will be needed to complete the project:
1. lnterior Demo, Cleaning and Disposal
2. Wrapping and Protective Outlay
