Tourism-Related, Small-Scale Municipality-Owned Capital Project Narrative <br />1. Project Description: Please describe the project in detail. lndicate the major work to <br />be completed, any milestones that need to be overcome in order for the project to <br />moveforward, and include a comparison of existing and proposed conditions. <br />The City of Cle Elum is applying for 550,000 toward completing Phase 1 construction of a <br />covered arena at the Washington State Horse Park. Phase 1 includes design, engineering, <br />permitting, site preparation, utilities and construction of a 200'x 360' steel building covering a <br />150'x 300' fenced riding arena. Completion of Phase L will allow the Park to open the arena for <br />use and begin hosting events and recreational riding. Phase 2 will include portable bleachers, <br />weather screens, restrooms and landscaping. <br />The Park's 54,0m budget for Phase 1 was originally developed in 2016 and some estimates were <br />updated in 2018. lt was based on preliminary engineering and other assumptions, and between <br />2AV-2O18 the Park was bble to fully fund the S+.Om of anticipated costs through a combination <br />of state and county grants and private donations {see exhibit 1). <br />ln spring 2019 the Park began permitting, clearing, grading and soliciting competitive bids for <br />various aspects of construction. As the project progressed and bids came in, many were over <br />the budgeted amounts in part reflecting an overheated construction industry in recent years. <br />The Horse Park Authority board made a number of design decisions to cut costs where feasible <br />For example, they eliminated the "eyebrow" roof at the gabled ends as depicted below in the <br />artist's rending compared to the actual current picture of the arena on the next page,
