KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM AUGUST 10, 2020 <br />Board members present: Chairman Brett Wachsmith, Vice -Chairman Laura <br />Osiadacz, Commissioner Cory Wright <br />Others: Mark Cook, Public Works; Mandy Buchholz, Commissioner's <br />Office <br />At 1:30 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />SOUTH CLE ELUM WAY TRANSFER TO TOWN OF SOUTH CLE ELUM <br />Mark Cook gave background on the request he received from the Town of <br />South Cle Elum to take ownership of approximately five hundred and <br />seventy-five (575) feet of South Cle Elum Way. Mark Cook continued <br />that he previously briefed the Board on this request and was given <br />direction to move forward with the request. Mark Cook discussed the <br />path forward on how to complete the transfer and stated he was given <br />information as well from the County Road Administration Board using <br />RCW 39.33.010. Staff was directed to move forward with drafting the <br />resolution and enabling documents for consideration at the next <br />agenda session. <br />ADVANCED MITIGATION STRATEGY FOR KITTITAS COUNTY ENVIRONMENTAL <br />IMPACTS <br />Mark Cook stated that for the past year Public Works has been working <br />on how to position the county for the construction phase of the <br />extension of the runway and parallel taxiway at Bowers Field. Mark <br />Cook continued that mitigation for wetland impact is likely. Mark <br />Cook added that the US Army Corp of Engineers is currently reviewing <br />the assessment that was produced by the Consultant. Mark Cook stated <br />that about four (4) months ago he met with Peter Dykstra and had <br />conversation about water mitigation banking. Mark Cook continued <br />that he met with Craig Broadhead from Jacobs and began discussing <br />options for the creation of an advanced mitigation plan for the <br />county. Mark Cook referenced the Interagency Regulatory Guide <br />attached for review and explained how this guide approves the <br />strategy staff would .like to pursue. Mark Cook added that he along <br />with Century West, Jacobs and ESA had a phone conference on this <br />strategy and everyone agrees that this is the best path forward to <br />stay on the financial timeline for funding improvements at ELN. <br />Discussion was held. Staff was directed to move forward a task order <br />with Jacobs for the proposal for a draft mitigation plan for Kittitas <br />County as presented. <br />2020-08-10 M IN UTES <br />
