BOARD OF COUNTY COMNIISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />NO. 2020 - <br />RESOLUTION EXTENDING DEADLINE FOR DOCKETING <br />COMPREHENSIVE PLAN AND DEVELPOMENT REGULATION AMENDMENTS <br />FOR 2020 ANNUAL DOCKET <br />WHEREAS, on February 29, 2020, Governor Jay Inslee declared Washington State to be in a state of <br />emergency due to the existence of a novel coronavirus, or COVID-19 epidemic within the state; and <br />WHEREAS, on March 6, 2020, the Kittitas County Board of County Commissioners made a Declaration <br />of Emergency regarding COVID-19 by Resolution No. 2020-042; and <br />WHEREAS, COVID-19, a respiratory disease that can result in serious illness or death, is caused by the <br />SARS-CoV-2 virus, which is a new strain of coronavirus that had not been previously identified in humans <br />and can easily spread from person to person; and <br />WHEREAS, The CDC identifies the potential public health threat posed by COVID-19 both globally and <br />in the United States as "high", and has advised that person-to-person spread of COVID-19 will continue to <br />occur globally, including within the United States; and <br />WHEREAS, On March 11, 2020, the World Health Organization classified the global spread of COVID- <br />19 as a pandemic, and urged all governments throughout the world to take action to stem the spread of the <br />disease; and <br />WHEREAS, on March 23, 2020, Governor Inslee issued Proclamation 20-25, "Stay Home — Stay Healthy" <br />order which prohibited all people in Washington State from leaving their homes except to participate in <br />essential services or essential work and preventing all non-essential businesses in Washington state from <br />conducting business; and <br />WHEREAS, On May 4, 2020 Governor Inslee initiated "Phased Start Washington — a Phased Approach <br />to Recovery" which laid out a four -phased approach to reopening businesses; and <br />WHEREAS, Kittitas County was approved to move to Phase 2 of re -opening on May 27, 2020 and was <br />approved to move to Phase 3 of re -opening on June 23, 2020; and <br />WHEREAS, Kittitas County Code (KCC) 15B.03.030 requires that comprehensive plan amendments be <br />
