• Use GIS to analyze water resource data, report findings, and prepare maps. <br />• Utilize GIS and official maps and data from the Federal Emergency Management Agency (FEMA) to identify <br />base flood elevations. <br />• Maintain FEMA map revision records and relate changes to parcel information utilizing GIS. <br />• Monitor, maintain, and report water bank accounting and water metering data. <br />• Monitor development trends associated with new uses of ground water. <br />• Prepare regular reports of new and ongoing ground water uses associated with the County's water banking <br />program for use by the County, regulatory agencies, and others. <br />Communication <br />• Closely coordinate with Health Department staff on all matters concerning water availability in the County. <br />• Serve as the primary point of contact for customer inquiries regarding the County Water Bank, metering <br />requirements, and floodplain development requirements. <br />• Maintain and update website and other reference materials for the Water Resource Program. <br />• Assist with preparing and/or making presentations at public meetings and to County decision -makers. <br />• Represent the County for water resource issues at local, state and federal venues, as requested. <br />• Communicate in a clear, professional manner with the Board of County Commissioners, other County <br />Departments, municipal agencies, state agencies, and federal agencies regarding regional water resource <br />issues and regulations. <br />OTHER FUNCTIONS: <br />• Respond to Public Work-related inquiries from the public as needed. <br />• Assist Public Works staff with field, administrative, and department -wide operations. <br />This job description is a summary of the primary functions and expectations for this position. Additional <br />department- related duties may be assigned as required. <br />MINIMUM QUALIFICATIONS: <br />Bachelor's degree in geology, hydrology, biology, natural resource management planning or other pertinent <br />area of expertise. <br />• One (1) year of related work experience. <br />• Valid Washington State driver's license. <br />• A criminal history and background check will be performed on qualified candidates. Convictions may <br />preclude candidates from employment in certain circumstances. Factors such as relativity to the position, <br />age and time of the offense, seriousness and nature of the violation, and rehabilitation will be taken into <br />account. <br />REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: <br />• Strong interpersonal and problem -solving skills. <br />• Effective verbal and written communication skills. <br />• Proficient with computers, including Microsoft Office Suite and GIS applications, and ability to quickly learn <br />other programs specific to the department and/or County. <br />Ability to respond to common inquiries or complaints from customers, contractors, regulatory agencies, etc. <br />in a professional manner. <br />Ability to read, revise and interpret complex documents, policies, and procedures. <br />• Clear, concise written and verbal communication skills; ability to communicate complex subjects to audiences <br />with varying levels of knowledge and understanding of the program. <br />• Ability to prepare, organize, and maintain field and office data, reports, and systems. <br />Water Resource Program (WRP) Technician Page 2 <br />
