Job Description <br />Kittitas County, Washington <br />TITLE: <br />WATER RESOURCES SPECIALIST (WR SPECIALIST) <br />MODIFIED: <br />REPORTS TO: <br />WATER RESOURCES PROGRAM MANAGER <br />DEPARTMENT: <br />PUBLIC WORKS <br />JOB SUMMARY: <br />The Water Resources (WR) Specialist performs a full range of office and field work <br />for Kittitas County's water mitigation bank, metering program, and floodplain <br />development permitting." The WR Specialist must maintain cooperative and <br />professional working relationships with all County staff, outside agencies, local <br />stakeholders, and the general public. All employees work under the guidance of <br />State/Federal regulations and must abide by County/Department policies and <br />procedures. <br />CATEGORY: <br />Full -Time OCCUPATION CODE: xxxx <br />UNION AFFILIATION: <br />None HRS/WEEK: 40 <br />FLSA STATUS: <br />Exempt DRS ELIGIBILITY: PERS <br />ESSENTIAL FUNCTIONS: <br />Program Implementation and develo ment <br />• Communicate with the general public on: issues related to water mitigation and metering requirements, the <br />County public water bank, and flood risk and floodplain development permit requirements within Kittitas <br />County. <br />• Provide applicants for County water mitigation, floodplain development permits, and those with water <br />meter agreements with direction regarding necessary procedures and steps. <br />• Process Kittitas County Water Bank Mitigation Certificates. <br />• Issue Kittitas County Floodplain Development Permits. <br />• Assist in managing the County's portfolio of water rights for maximum benefit. <br />• Manage and distribute water meters to program customers. <br />• Serve as the primary field inspector for all water meter installation associated with the Kittitas County <br />metering program. <br />4 Conduct water right due -diligence review advising the Water Resource Program Manager and assist with <br />water acquisitions. <br />• Assist with grant applications for water resource projects. <br />Manage grants: including tracking progress and expenditures, work planning, meeting deliverables and <br />reporting. <br />• Work with other County staff to assure smooth implementation and customer service related to water <br />resource programs. <br />• Work with other County staff, regulatory agencies, consultants, and stakeholders to develop programs for <br />managing new and existing uses of ground and surface water in Kittitas County. <br />• Maintain accurate records and prepare written technical reports. <br />• Support any federal or state audit requirements. <br />Data management, analysis, and reporting <br />Water Resource Program (WRP) Technician Page 1 <br />
