KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 27, 2020 <br />TOPIC: Staffing Proposal for Public Working Water Resources Program <br />ACTION REQUESTED: Direction to staff. <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Direct staff to work with Human Resources to implement the staffing proposal. <br />BRIEFING SUMMARY: <br />O Kittitas County Water Resource Management includes drinking water, water bank <br />mitigation, groundwater metering, and floodplain management. The County's <br />water bank and metering programs are inter -related. <br />• Currently staff from both Public Health and Public Works staff the water the <br />water metering and mitigation program. <br />• Staffing changes in Public Health have resulted in discussions between Public <br />Health and Works about the potential for Public Works to take on full <br />responsibility for the groundwater metering and mitigation program. <br />• A staffing and budget proposal has been developed to support this transition in <br />responsibility. This proposal would result in an over-all reduction in FTE <br />allocated to the water metering and mitigation program and the floodplain <br />development program, relative to full staff (the staffing level on December 31, <br />2019). <br />• The staffing plan would promote professional development and would further <br />foster integrated water resource management between the floodplain management <br />and mitigation and metering programs. <br />BACKGROUND: <br />Current staffing for the water metering and mitigation program consists of 1.1 FTE in <br />Public Health and 0.25 FTE in Public Works, plus respective departmental administrative <br />and fiscal support. Current staffing includes a Water Resource Manager (Public Works), <br />Water Resources Coordinator (Public Health), and Water Resources Technician (Public <br />Health). Public Health is not planning to fill their vacant Water Resources Coordinator <br />position. Public Works proposes to take on fall responsibilities for the water metering and <br />water mitigation program and staff it with a Water Resources Manager and Water <br />Resources Specialist (Table 1).
