<br />9, DEBAR.I.VIENT
<br />A. Conlractor, deftined as lheprimary parlicipant an d it principals, certities by signing these General Terms
<br />and Condilions lhat to the best ofits know,ledge and belief lhatthey:
<br />i. Are not preserlly debarred. suspended, proposed for debarrnent, dedared ineligible, or
<br />voluntarily exduded from covered lransactbnsby any Federal deparlmenl or agency,
<br />ii. Have not vrithin a lhree-year period precedinglhis Contracl, been convicted of or had a civiljudgment rendered against lhem for commission of fraud or a criminal offense in connection
<br />wilh obtaining, atlempting to obtain, or per{orming a public ff privale agreemenlor transaclion.
<br />violalion of Federal or State antilrust slatules or commission of embezzlemenl. lhefl, forgery.
<br />bribely, falsification or destruclion of records, making false statements. tax evasion, receiving
<br />stolen p roperl y, ma king false cl aim s, or obst ruction of juslice;

<br />C. The Contraclor agrees by signing this Contract that il shall not knowingly enler into any lower tier
<br />covered transaclion wilh a person wfio is debaned, suspended, declared ineligibla or volunlarily
<br />excluded from parlicipatilon in this covered transadion, unless authorized by CCI\4MERCE
<br />D. The Conlraclor futther agt ees by signing this Gonlrad lhal il will include the clause litled 'Certificaton
