3. Project Construction: <br />Estimated Start Date; April202'l Estimated End Date: Sept,2021 <br />Please explain phase status of the proJect (bid ready, deslgn complete or preliminary design). <br />When the City of Ellensburg constructed the improvements on Dolanruay Road / Railroad <br />Avenue in 2011, underground conduits for a future traffic signal at the intersection of 5th Avenue <br />and Railroad Avenue were installed across each leg of the interseclion. Draft signal pole <br />locations were designed at that time to ensure the conduit crossings were installed at the <br />correct location. Therefore a partial design for the traffic signal was completed at that time to <br />about and is currently about 309o complete. ln addition, a complete topographic suryey was <br />completed with the previous project and will only require minor updates and/or spot checking of <br />the previous survey. Completing a final design can begin immediately upon roceiving grant <br />award and can be complete within 6 months, lt is anticipated that the project would be out to <br />bid lale-summer 2020. Due to the typical lead time for traffic signal poles, conslruction would <br />likely begin Spring 2021 and be completed late summer 2021. <br />4. lndicate lf the project is consistent with the following applicable state, regional and local plans and <br />prioritluation processesl <br />X Overall Economic Development Plan - Officiatly Adopted Dec. 18. 2017 <br />The following two goals are from the Economic Development chapter of our <br />Comprehensive Plan:1. Goal ED-Z: Stimulate and diversify Ellensburg's economyo Policy D: Encourage development of light industrial uses within the City of <br />Ellensburg (Large amount of undeveloped land within close proximity to thep'o:o'Fl!i?f <br />il'3*"",J[il,']1"fi ffi ix?$:xiTliB'J,,*"rRoadf ora <br />light industrial park (This is immediately NW of the proposed project) <br />2. Goal ED-5: Embrace tourism as an economic development loolo Policy A: Market Ellensburg's tourism opportunities by developing a <br />marketing strategy to address all tourism segments {Large amount of <br />undeveloped land within close proximity to the proposed project that is <br />"'"""nty;;ffi [?T[1T8-fll,rnrou,.n,s rore as a desrinarion ro regionar <br />recreation and culturalactivities (Rotary Park, immediately west of <br />the proposed project, is a regionally significant park facility. The <br />park has been expanding and now has the capability to host <br />regional spo rts toumaments a nd othe r recreational activities, ) <br />Gomprehensive Land Use Plan - Officially Adopted Dec. 18. 201 7 <br />The following goals are from the Transportation Chapter of our Comprehensive Plan: <br />1. Goal T-1: Create a transportation network that provides safe and comfortable <br />connections for all users to key destinationso Policy C: Prioritize safety improvements as part of every projecto Policy F: Where possible provide higher comfort pedestrian facilities (The <br />proposed traffic signalincludes dedicated vehicle, cyclist and pedestrian <br />movements to greatly increase the safety of the intersection and meeting <br />the intent of Policies C and F. ln addition the signal will have emergency <br />X <br />t0
