and the roadways for cyclists. Pedestrian and bicyclist crossing of Railroad <br />Avenue is an obstacle due to the high volumes of vehicular and truck traffic on <br />Railroad Avenue. The proposed traffic signal will provide a dedicated crossing <br />phase for pedestrians and cyclists to safely cross Railroad Avenue. <br />❑ Other <br />5. Explain how this infrastructure project has been coordinated, or will be coordinated with other <br />jurisdictions, such as counties, cities, state/federal agencies, and with \economic development <br />organizations during planning, design, financing, construction and/or operation phases. <br />The proposal is in accordance with the City Comprehensive plan, the Quadco RTPO plan, and <br />also mirrors several of the planning goals stated in Washington States Growth Management <br />Act: <br />1. Urban Growth: "Encourages development in urban areas where adequate public <br />facilities and services exist..." <br />2. Reduce Sprawl: "Reduce the inappropriate conversion of undeveloped land into <br />sprawling, low-density development." <br />3. Transportation: "Encourage efficient multimodal transportation systems that are based <br />on regional priorities and coordinated with county and city comprehensive plans." <br />4. Economic Development: "Encourage economic development throughout the state that is <br />consistent with adopted comprehensive plans, promote economic opportunity for all <br />citizens of this state..." <br />5. Public Facilities and Services: "Ensure that those public facilities and services necessary <br />to support development shall be adequate to serve the development at the time the <br />development is available for occupancy and use without decreasing current service <br />levels below locally established minimum standards." <br />6. Explain how the infrastructure project will helpmeet the economic development goals of your community <br />and/or region. If this project is not done, will the anticipated private development still take place? <br />As stated above, this intersection is rapidly approaching the minimum adopted level of service <br />standard. When this happens, development impacting this intersection can't be permitted. If <br />awarded and the intersection improvements are completed, development will be allowed to <br />continue along the 2.5 mile long Anderson Road/Railroad Avenue/Dolarway Road corridor. <br />The proposed improvements would improve the Level of Service (LOS) standards from a low C <br />to an A, which could then accommodate significant development for many years. Also stated, <br />there is a significant amount of undeveloped land, zoned light industrial, along Railroad Avenue <br />and Dolarway Road that the proposed project would support. See the attached map showing <br />existing zoning and undeveloped property within the vicinity of the project. <br />7. Describe any feasibility or predevelopment studies that demonstrate the linkage between the proposed <br />Distressed County Infrastructure improvements and the anticipated economic outcomes. <br />The Growth Management Act requires cities and counties to adopt minimum Levels of Service <br />for roads and intersections. Any proposed development which may drop the Level of Service <br />below the minimum adopted standard will not be allowed. A recently completed Traffic Impact <br />Analysis shows this intersection being at a LOS C, which is the minimum adopted standard. <br />The proposed improvements to the traffic signals will improve the current and future Levels of <br />Service to ensure the ability for future economic growth for many years. <br />12 <br />
