Supplement to JARPA - Kittitas Waste Transfer Stag®n <br />Ellensburg, Kittitas County, WA <br />PART 6 - PROJECT DESCRIPTION <br />6a. Briefly summarize the overall project. You can provide more detail in 6b. <br />The proposed project includes construction of a new Waste Transfer Station and a new <br />Maintenance Facility for the city of Ellensburg. The conceptual design for the Transfer Station <br />covers an approximate 25 -acre area with 4,000 feet of roadway, 51,000 square feet of <br />stormwater ponds, 13,000 square feet of containment contact water ponds in the composting <br />area, and six stand-alone buildings. <br />The Maintenance Facility would be constructed on approximately 11 acres and will <br />accommodate County road maintenance equipment and personnel. Storage of winter sand and <br />aggregate materials would occur on site. Routine equipment maintenance would be performed <br />at this location. The County has future plans for a fueling facility, but construction of an <br />underground storage tank is not planned at this time. <br />The proposed project will also include construction of a minor collector road to serve the new <br />facilities and improvements to U.S. Highway 97. <br />Approximately 46 percent of the site (23 acres of 50.58 -acre parcel) will be covered with <br />impervious surfaces after project construction. The impervious surfaces will consist of <br />approximately 21.5 acres of asphalt and approximately 1.6 acres of facility buildings. <br />6b. Describe the purpose of the project and why you want or need to perform it. <br />Transfer Station. The purpose of the new Transfer Station is to replace the existing Transfer <br />Station in Ellensburg to address existing facility limitations and support a growing community. <br />The relocated transfer station would serve both county residents and commercial haulers. The <br />existing facility handles solid waste, recyclables, moderate risk waste, and makes compost from <br />yard waste. The existing transfer station and composting site is located adjacent to Wilson Creek <br />within the 100 -year floodplain. Due to its low elevation relative to the surrounding floodplain, <br />the existing facility floods during spring thaw and heavy rain events impacting access roads, <br />unloading areas, and operational areas. In addition to the customer access and operational <br />challenges associated with frequent seasonal flooding, the existing facility is also space <br />constrained. The small size of the facility results in Long customer queuing times and potentially <br />unsafe conditions within the small unloading and processing areas. The projected population <br />growth and solid waste management needs of Kittitas County, combined with existing facility <br />challenges and limitations, requires construction of a new solid waste transfer station at a new <br />Location. A new location was chosen by an extensive site screening and selection process. The <br />new transfer station will be designed to address existing facility limitations and support a <br />growing community. <br />Maintenance Facility. The Maintenance Facility would replace the existing Lower County Public <br />Works Maintenance Facility. That facility is regularly flooded and has become too small to serve <br />
