BRIEF DESCRIPTION: <br />Presidential Disaster Declaration # FEMA-4481-DR-WA COVID-19. To provide funds to the SUBRECIPIENT for the emergency <br />protective measures taken in response to the COVID-19 pandemic outbreak as approved by FEMA in project worksheets <br />describing eligible scopes of work and associated funding. The DEPARTMENT is the Recipient and Pass-through Entity of the <br />Presidential Disaster Declaration # FEMA-4481-DR-WA COVID-19, and FEMA State Agreement, which are incorporated by <br />reference, and makes a subaward of Federal award funds to the SUBRECIPIENT pursuant to this Agreement. The SUBRECIPIENT <br />is accountable to the DEPARTMENT for use of Federal award funds provided under this Agreement and the associated matching <br />funds. <br />IN WITNESS WHEREOF, the DEPARTMENT and SUBRECIPIENT acknowledge and accept the terms of this Agreement, references and <br />attachments hereto and have executed this Agreement as of the date and year written below. This Agreement Face Sheet, Special Terms <br />and Conditions (Attachment 1), General Terms and Conditions (Attachment 2), Project Worksheet Sample (Attachment 3), Washington State <br />Public Assistance Applicant Manual dated March 22, 2020 (Attachment 4), and all other documents, exhibits and attachments expressly <br />referenced and incorporated herein contain all the terms and conditions agreed upon by the parties and govern the rights and obligations of <br />the parties to this Agreement. No other understandings, oral or otherwise, regarding the subject matter of this Agreement shall be deemed to <br />exist or to bind any of the parties. <br />In the event of an inconsistency in this Agreement, unless otherwise provided herein, the inconsistency shall be resolved by giving <br />precedence in the following order: <br />1.Applicable Federal and State Statutes and Regulations 5.
