REQUEST TO APPROVE A RESOLUTION TO AUTHORIZE THE DIRECTOR'S SIGNATURE <br />ON THE MERCER CREEK STREAM RESTORATION PROJECT MEMORANDUM OF <br />UNDERSTANDING WITH MID-COLUMI13A FISHERIES ENCHANCEMENT GROUP <br />Mark Cook gave background on the project stating that this MOU is <br />necessary to complete flood reduction and restoration project on <br />Mercer Creek. Mark Cook added that design is in process with the <br />project to begin this summer. Discussion was held. Chairman Brett <br />Wachsmith made a motion to approve Resolution 2020-092 to Authorize <br />the Director's Signature on the Mercer Creek Stream Restoration <br />Project Memorandum of Understanding with Mid -Columbia Fisheries <br />Enhancement Group. Vice -Chairman Laura Osiadacz seconded the motion. <br />Motion passed 3-0. <br />COMMUNITY RATING SYSTEM FORMAL NOTICE OF CLASS 6 RATING <br />Mark Cook gave background on the Community Rating System and Program <br />aiding in the reduction of flood insurance for residents of Kittitas <br />County. Mark Cook stated that staff had participated in an audit of <br />the program and has recently received formal notice stating Kittitas <br />County will have a Class 6 Rating in the program. Mark Cook <br />continued that this is exciting news and is requesting to issue a <br />press release on the program and achievements. Discussion was held. <br />Staff was directed to proceed with the press release with additional <br />information added regarding leverage funding and investments. <br />OTHER BUSINESS: <br />Mark Cook stated he had some construction updates to report. <br />Staff did not receive any procurement bids for the Coleman Creek Fish <br />Passage structure. Mark Cook continued that after Board approval he <br />entered into negotiations with a supplier and their cost was forty <br />(40) percent above expected costs. Mark Cook added that after <br />further discussions with the supplier an agreement was made with the <br />needed delivery date and accepted the structure cost as provided. <br />Mark Cook stated that staff had a good response to the Lick Creek <br />Project and ran into issues with the delivery of the structure. Mark <br />Cook continued that an alternate structure was discussed but a new <br />HPA would be required. Mark Cook added that the project delivery <br />will be pushed back to keep the original plans in place. This <br />project is now looking at a 2021 construction time frame. <br />Mark Cook reported that the right of way documents for Fairview Road <br />have been completed and that project is moving forward. <br />Mark Cook stated that the procurement for Big Boulder is being <br />finalized. <br />2020-04-27 MINUTES <br />
