KITTITAS COUNTY Board of County Commissioners AGENDA STAFF REPORT AGENDA DATE: May 19, 2020 ACTION REQUESTED: Request to Approve a Resolution to Award the Contract for the Teanaway Hydraulic Improvements Phase 2: Lick Creek Culvert Replacement and authorize the Public Works Director to execute the same. BACKGROUND: On April 7, 2020 the Kittitas County Board of County Commissioners authorized a Notice of Call for Bids for the Teanaway Hydraulic Improvements Phase 2: Lick Creek Culvert Replacement Project. The project is funded through the Federal Lands Access Program (Federal Highway Administration) and Kittitas County. This project is the second phase of the Teanaway Hydraulic Improvements, with phase one, Story Creek, being successfully completed in 2019. The project will include the improvement of North Fork Teanaway Road at Lick Creek by roadway excavation, structure excavation, precast concrete structure installation, streambed excavation and embankment, isolation structure installation, detour construction and removal, roadway surfacing and paving, guardrail, pavement markings, traffic control, channel excavation and other work all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. Kittitas County Public Works received 10 sealed bids for the project. The lowest qualified bidder was J & K Earthworks, Inc. with a bid total of $1,252,380.00. The engineers estimate for the project was $1,397,698.00. If the structure cannot be procured in time for construction this season, construction will begin June 28, 2021.
