SECTIONC-STATEMENTOFWORKC.l.0PURPOSEC.l.lTheBureauofLandManagement(BLM)isresponsibleformanagingthepubliclandsunderitsadministration.Providinglawenforcementandprotectiveservicesinaconsistent,efficient,andeffectivemannerisacriticalcomponenttopreservepublicorderandsafetyandtoprotectnationalinterestsinnaturalresourcesandinfrastructure.C.l.2ThepurposeofthiscontractistoobtainlawenforcementservicestoassisttheBLMintheadministrationandregulationoftheuseandoccupancyofthepubliclands.TheContractorshallenforcethecivilandcriminallawsoftheStateand/orCountyonthepubliclands,waters,roads,andtrailsadministeredbytheBLM.TheBLMwillpayfortheactualpriceassociatedwithconductinglawenforcementpatrolswhichincludeswagesoflawenforcementpersonnel,mileage,andothervehiclecostsassociatedwithtypicallawenforcementvehiclepatrols.TheContractorshallfurnishallnecessarymanagement,supervision,labor,transportation,equipment,materials,andanyotherincidentalservicestoperformthiswork.C.l.3TheprojectlocationaretheBLM-administeredpubliclandswithinKittitasCounty,Washington.C.2.0DESCRIPTIONOFSERVICESC.2.1TheContractorshallfurnishallnecessarymanagement,labor,equipment,materials,transportation,supplies,andanyotherincidentalstoperformlawenforcementservices,asspecified,fortheenforcementofStateandlocallawsrelatingtotheprotectionofpersonsandpropertyonthepubliclands.ThelackofanyspecificrequestbytheBLMwillnotlimittheauthorityoftheContractortorespondtoanysituationinafashionseenfitunderStateorlocallaw.C.2.2TheContractorshallhavethepowertomakearrestsandservebeforeamagistrateorjudge,servewarrantsforarrestororderforarrest,andgiveaticket/citationwithinKittitasCounty.TheContractorshallconductpatrolswithspecificattentionpaidtohighuseareas(e.g.YakimaRiverCanyon).PatrolswillbemadeduringhourstobedeterminedbytheContractorwhowillseekdirectionfromtheWenatcheeFieldStaffLawEnforcementRanger.ThenumberofpatrolsduringanygivenweekwillbedependentupontheprudentandsoundjudgmentoftheContractor.C.3.0TheContractorshallconductpatrolsbymotorizedvehicle,foot,andutilitytaskvehicle(UTV)fortheBLMlandswithinthecontractarea.C.3.1TheContractorshallroutinelypatrolthepubliclands,waters,roads,andtrailsadministeredbytheBLMwithintheconfinesoftheCounty,withspecialattentiongiventoallareasandincidentsdesignatedbytheWenatcheeFieldStaffLERangerandManagementOfficers.Patrolswillfocusonpreventingviolationsoflawsandregulations,safetyofvisitorsandGovernmentemployeesandtheinvestigationofcrimes.C.3.2TheContractorshallprovidelawenforcementcoverageonnationalholidaysandweekends,particularlyduringthesummermonths(MaythroughAugust),toassurethatadequatepatrolsinBLMadministeredcampgrounds,recreationareas,andotheradministrativeareaswillbemadewithinworkforcecapabilities.TheContractorshallcoordinatewiththeWenatcheeFieldStaffLERangertoschedulethepatrols.TheContractorshallprovideradiodispatchservicestoBLMlawenforcementpersonnelandauthorizetheGovernmenttousetheContractor'sradiofrequencieswhenworkingwithinthecounty.C.3.3WhenrequestedbytheBLM,theContractorshallassistinspecialoperations(i.e.,marijuanaeradication,specialevents,executionofwarrants)orforotherunforeseenoremergencysituationsbymeansasdeterminedtobeappropriatefortheincidenceandwithinworkforcecapabilities.Additionalservicesutilizedinemergencysituationsarecoveredunderthiscontract.C.3.4UniformsandbadgestoclearlydistinguishandidentifytheContractor.Page6
