Cook <br />RECOMMENDATION: <br />Direct that staff prepare an amendment to Kittitas County Code 14.05.050 adding <br />driveway construction to the list of exempted grading activities. <br />BRIEFING S <br />Current code does not exempt driveway inspection from "engineered grading" <br />• Current code does exempt public facility and road construction with oversight <br />from Kittitas County Public Works <br />• "Engineered grading" is grading in excess of 500 cubic yards <br />• Ever increasingly, Public Warks is seeing driveway construction exceeding 500 <br />cubic yards (west valley) <br />• Geologic stability should be a consideration when granting any exemption <br />BACKGROUND: <br />Kittitas County Code (KCC) 14.05.060 provides grading permit exemptions for: public <br />facilities and road construction with oversight from Kittitas County Public Works. Our <br />business practice is to not require a grading permit when we have reviewed a civil <br />engineered roadway plan set. <br />Recently, we are seeing renewed interest in lot development in Robinson Canyon. The <br />lots are typically 20 acre parcels and home sites are set back from the existing road <br />network. The amount of driveway grading approaches the "engineering grading" <br />threshold of 500 cubic yards.
