KITTITAS COUNTY CONFERENCE OF GOVERNMENTS <br />PUBLIC FACILITIES FUND <br />POLICY NUMBER: 2018-02 <br />POLICY TITLE: Project Review and Award Timelines <br />NARRATIVE: <br />Public Facility reimbursement grants are reviewed by the Conference of Governments <br />(COG) for adherence to the following seven (7) criterion: <br />1. Project match (minimum of 10 percent is required) <br />2. Ability encouraging economic development <br />3. Project is consistent with local development plans <br />4. Degree to which the project meets public benefit <br />5. Demonstrated need for Board of County Commissioners (BOCC) funding <br />(lack of other alternative funding) <br />S. Construction ready <br />7. .fobs created or retained. <br />The following weight is applied to each criterion as follows: <br />1: 10% match = 10 points <br />10.1 - 23.6% match = 12 points <br />23.6 - 33.5% match = 13 points <br />33.6 -- 38.5% match = 14 points <br />Over 38.6% = 15 points <br />2: Encourages economic development. Yes or No (10 points) <br />3: Meets economic development plans <br />Locally consistent = 5 points <br />Approved in community comprehensive plan 5 points <br />Identified in regional plan = 5 points <br />4: Public benefit derived <br />Low = 5 points <br />Medium = 10 points <br />High =15 points <br />
