Cook <br />RECON ENDATION: <br />Support the hiring of two temporary equipment operators in Public Works. <br />BRIEFING SUMMARY: <br />• Recent promotion of an Equipment Operator to Public Works (PW) Engineering <br />Technician 1 creates a hiring need <br />• PW is a certified agency (CA) by Washington State Department of Transportation <br />(WSDOT) <br />• The City of Cie Elum is requesting PW serve as CA supporting pending Phase II <br />improvement to First Street <br />• HLA (Yakima) is contracted to provide administrative and full-time inspection <br />services supporting the project <br />BACKGROUND: <br />Certified Agency status allows PW to administer federal aid construction projects. Using <br />PW as a CA, the City of Cle Elum is able to comply with WSDOT Local Agency <br />Guidelines in meeting FHWA requirements. The recent hiring of an existing equipment <br />operator to Engineering Technician 1 creates a vacancy in the maintenance division. PW <br />provided similar project support to the City of Kittitas in 2016. <br />DISCUSSION: <br />PW's 2019 construction schedule is tasting our ability staffing With qualified construction <br />inspectors. PW currently has two seasoned inspectors (Case and Walters). 2018 <br />construction will likely complete May of 2019 (Maruwash and No. 6). Big Boulder, <br />Fairview and Story Creep are all slated to construct summer and fall of 2019. PW does <br />not have the inspection resource for CA oversight — at this time.
