($100) and Public Works pays four dollars and ninety-one cents ($4.91) <br />annually in property taxes. Mark Cook commented that under RCW <br />39.33.060 property can be transferred for park and recreational uses. <br />Mark Cook stated that the City of Cle Elum would need to formally <br />request a letter to the Board stating the intention of creating the <br />dog park and request the transfer of the tax parcel. Mark Cook added <br />that he will have the Prosecuting Attorney's office verify the RCW <br />mentioned is valid and bring back to the Board. Staff was directed to <br />move forward with the process and have legal confirm that RCW <br />39.33.060 is appropriate to transfer the tax parcel. <br />2019 SPRING FLOOD UPDATE <br />Mark Cook reported that last week he and staff attended a meeting with <br />area irrigators and the City of Ellensburg to discuss potential <br />flooding and some areas of concern. Mark Cook continued that at the <br />time of the meeting the weekend forecast was predicting flooding, <br />however, none was reported. Mark Cook added that he did meet onsite <br />with DR Horton and Ellensburg Water Company at Blackhorse to discuss <br />the light flooding there. <br />FLOOD ALLEVIATION AT BOWERS FIELD <br />Mark Cook stated that for the past two and a half (2.5) years staff <br />has been working on flooding models for Bowers Field and surrounding <br />areas. Mark Cook continued that the Flood Control Zone District had <br />also participated in some work ahead of the Environmental Assessment <br />and with some trial and error found alternatives to relieve the runway <br />flooding. Mark Cook added that the path forward to explain to the <br />Federal Aviation Administration the significance of the alternatives <br />and request some funding to help with the engineering that will need <br />to be completed.
