Staff Report 1 Information Technology <br />Kittitas County Information Technology <br />Staff Report to the Board of County Commissioners <br />Date January 28, 2019 <br />From Jim Goeben, IT Director <br />Subject Ethernet wire installation <br />Request Authorize use of Small Purchase Roster to contract low voltage wire installation <br />contractor <br /> <br />Summary <br />IT has been informed by Maintenance they will no longer install Ethernet wire for the county. <br />Occasionally minor remodeling is required to add network and power to locations as requested by <br />offices/departments. <br /> <br />Background <br />The Maintenance department is responsible for maintaining the physical structures of the county and <br />supporting staff with all facility based issues, including construction and remodeling. For as long as the <br />county has had computers, Maintenance has installed Ethernet cable (low voltage copper wire) <br />throughout the county facilities from the county’s server room to network closets and to the desks in <br />offices/department. The maintenance department has had the construction and remodeling knowledge, <br />skills, and tools necessary to perform this task safely and efficiently. The IT department does not have <br />the construction and remodeling knowledge, skills, and tool necessary to perform this task. <br /> <br />Analysis and findings <br />The installation of Ethernet wire with PoE (power over Ethernet) is classified by WA Labor and Industries <br />as Limited Energy (low voltage) and requires specific knowledge and training. Permits are required in <br />certain cases (such as passing fire barriers, exceeding a certain number of ports, etc.). Contractors are <br />required to have a license to perform installation. <br /> <br />IT has no relevant skills or training necessary to perform low voltage or construction remodeling work, <br />or interpret conditions requiring permits. <br /> <br />IT surveyed the Association of City and County Information Services (ACCIS) and found no county IT <br />department installs or alters Ethernet wire; Maintenance/Facilities departments perform the work. At <br />the board’s request IT contacted local agencies included in comparative wage surveys and found the <br />following: <br />1. KVH Facilities is responsible for infrastructure which includes network cabling <br />2. Kittcom Maintenance staff is responsible for running network cabling <br />3. CWU Vendor; Paramount <br />4. Ellensburg Mostly Maintenance; big jobs to Paramount; easy (false ceiling) IT <br /> <br />Maintenance staff is under union contract. Moving work from their responsibilities to IT (non‐union) <br />might have unknown ramification(s). <br />
