KITTITAS COUNTY FLOOD CONTROL ZONE )(DISTRICT ADVISORY <br />COMMITTEE BY-LAWS <br />Article 1 — Name: <br />Resolution 2017-183 of the Kittitas County Board of Commissioners establishes the Kittitas <br />County Flood Control Zone District Advisory Committee. <br />Article 2 — Purpose of the Advisory Committee: <br />Support of ongoing prioritization of the Flood Control Zone District annual capital facility <br />planning; work planning elements; and give recommendations to the Board of County <br />Commissioners. <br />Article 3 — Membership and Structure: <br />As established by Resolution 2017-183, the Advisory Committee is composed of seven members <br />as follows: <br />Two (2) Rate Payers from Commissioner District l <br />Three (3) Rate Payers from Commissioner District 2 <br />Two (2) Rate Payers from Commissioner District 3 <br />The Advisory Committee shall elect both a chair and vice -chair. A formal vote to fill these <br />positions shall be taken at the first advisory committee meeting of each year. <br />The chair of the Advisory Committee shall set the agenda, approve previous meeting minutes, <br />and guide the conduct of the public meeting. <br />The vice -chair shall perform the duties of the chair in the chair's absence. <br />The meeting shall be guided by Robert's Rules of Order. <br />Four (4) members shall serve two-year terms and three (3) members shall serve a one-year term. <br />Subsequent terms will be for a two year period. <br />Term length will be randomly selected in each Commissioner District. <br />Should a member miss two (2) consecutive unexcused or four (4) total unexcused meetings in <br />one year, such member will be removed from the advisory committee upon a majority <br />recommendation from the committee. <br />
