KITTITAS COUNTY FLOOD CONTROL ZONE )(DISTRICT ADVISORY COMMITTEE BY-LAWS Article 1 — Name: Resolution 2017-183 of the Kittitas County Board of Commissioners establishes the Kittitas County Flood Control Zone District Advisory Committee. Article 2 — Purpose of the Advisory Committee: Support of ongoing prioritization of the Flood Control Zone District annual capital facility planning; work planning elements; and give recommendations to the Board of County Commissioners. Article 3 — Membership and Structure: As established by Resolution 2017-183, the Advisory Committee is composed of seven members as follows: Two (2) Rate Payers from Commissioner District l Three (3) Rate Payers from Commissioner District 2 Two (2) Rate Payers from Commissioner District 3 The Advisory Committee shall elect both a chair and vice -chair. A formal vote to fill these positions shall be taken at the first advisory committee meeting of each year. The chair of the Advisory Committee shall set the agenda, approve previous meeting minutes, and guide the conduct of the public meeting. The vice -chair shall perform the duties of the chair in the chair's absence. The meeting shall be guided by Robert's Rules of Order. Four (4) members shall serve two-year terms and three (3) members shall serve a one-year term. Subsequent terms will be for a two year period. Term length will be randomly selected in each Commissioner District. Should a member miss two (2) consecutive unexcused or four (4) total unexcused meetings in one year, such member will be removed from the advisory committee upon a majority recommendation from the committee.
