11/20/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. NOVEMBER 20, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Chelsea <br />Benner, Planner I; Dan Carlson, CDS Director; Lindsey Ozbolt, <br />Planning Official; Mark Cook, Public Works Director/Interim County <br />Engineer and 32 members of the public. <br /> <br />PUBLIC HEARING PROPOSED SMP AMENDMENTS CDS <br /> <br />At 2:04 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />Proposed Amendments to the Kittitas County Shoreline Master Program <br />(SMP). <br /> <br />DAN CARLSON, CDS DIRECTOR reviewed a Staff Report outlining a <br />summary of the proposed amendments, background, public notice, <br />environmental review, agency and public comments as well as the <br />analysis and recommendation. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />COMMISSIONER O’BRIEN moved to approve the proposed SMP Amendments as <br />presented and directed Staff to prepare enabling documents adopting <br />the language in the Settlement Agreement. COMMISSIONER WRIGHT <br />seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING DECLARE EQUIPMENT SURPLUS PUBLIC WORKS <br /> <br />At 2:30 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />the formulation of Road Improvement District 2018-01 Wiehl Road. <br /> <br />MARK COOK, PUBLIC WORKS DIRECTOR/INTERIM ENGINEER reviewed a Staff <br />Report and explained that Public Works has been working to present a <br />proposed Road Improvement District (Wiehl Road) to Kittitas County <br />Board of Commissioners for the past several years. He stated that <br />notices went out to benefited property owners and were issued via <br />registered mail on 10/26/18 and a total of 38 letters were sent <br />encompassing all properties within the proposed district boundary. <br />He stated that State Statue allows the use of bonding to fund RIDs <br />and, Public Works is proposing they use Road Fund (109) reserves as <br />the project funding mechanism.
