<br />11/06/2018 MINUTES 4 <br /> <br /> <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE <br /> <br />BOARD DISCUSSION/DECISION ITEMS - NONE <br /> <br />MISCELLANEOUS <br /> <br />PRESENTATION GRASSROOTS SUMMIT COMMISSIONERS <br /> <br />On behalf of the Japan-America Society of the State of Washington, Ms. <br />Josephine Hoyne, Grassroots Summit Event Coordinator and Mr. Takeshi <br />Murazawa, Senior Consul of the Consulate General of Japan in Seattle, <br />thanked Kittitas County and the Sanda City Relations Committee for their <br />involvement with the Grassroots Summit and local session which was held <br />in September. The said it was a very successful event and would not have <br />been possible without the assistance of the local sessions. <br /> <br />EXECUTIVE SESSION <br /> <br />At 10:19 a.m. Chairman Osiadacz announced the Board would recess into <br />Executive Session for 10 minutes with Neil Caulkins, Deputy Prosecutor <br />regarding to discuss with legal counsel representing the agency matters <br />relating to agency enforcement actions, or to discuss with legal counsel <br />representing the agency litigation or potential litigation to which the <br />agency, the governing body, or a member acting in an official capacity <br />is, or is likely to become, a party, when public knowledge regarding the <br />discussion is likely to result in an adverse legal or financial <br />consequence to the agency. Possible action was anticipated. <br />At 10:29 a.m. the Board reconvened out of Executive Session. No action <br />taken. <br />At 10:29 a.m. Chairman Osiadacz announced the Board would recess back <br />into Executive Session for 5 minutes to discuss with legal counsel <br />representing the agency matters relating to agency enforcement actions, <br />or to discuss with legal counsel representing the agency litigation or <br />potential litigation to which the agency, the governing body, or a <br />member acting in an official capacity is, or is likely to become, a <br />party, when public knowledge regarding the discussion is likely to <br />result in an adverse legal or financial consequence to the agency. <br />Possible action was anticipated. <br />At 10:34 a.m. the Board reconvened out of Executive Session. Direction <br />was given to Staff to pursue an appeal of the Tuusso decision. <br />At 10:37 a.m. Chairman Osiadacz announced the Board would recess into <br />Executive Session with Mark Cook, Public Works Director/Interim Engineer <br />for 5 minutes to evaluate the qualifications of an applicant for public <br />employment or to review the performance of a public employee.
