KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY <br />1:30 PM <br />OCTOBER 23, 2017 <br />Board members present: Chairman Paul Jewell; Vice -Chairman Obie <br />O'Brien; Commissioner Laura Osiadacz <br />Others: Mark Cook, Lucas Huck, Candie Leader, Public Works; Dan <br />Carlson, Stephanie Mifflin, Community Development Services; Lisa <br />Young, Human Resources; Three (3) Members of the public <br />At 1:31 pm Chairman Jewell opened the Public Works Study Session. One <br />(1) item was added under Other Business: Advertisement of <br />CIP/Environmental <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING REMOVAL OF THE BAR 14 ROAD <br />BRIDGE OVER NANEUM CREEK AND TO PERFORM CHANNEL GRADING IN THE <br />VICINITY OF THE BRIDGE <br />Lucas Huck gave background on the Bar 14 Road Bridge and that flooding <br />in the area has been impacting property owners. Lucas Huck stated <br />that crews performed work to clean out under the bridge and get the <br />channel for Naneum Creek reestablished due to years of bedload being <br />sent down the creek from flooding over previous years. Lucas Huck <br />added that a long term fix is expensive including a siphon, elevating <br />and lengthening the bridge. Lucas Huck stated that removal of the <br />bridge is being recommended. Discussion was held. Vice -Chairman <br />O'Brien made a motion to approve Resolution 2017-172 Authorizing <br />Removal of the Bar 14 Road Bridge over Naneum Creek and to Perform <br />Channel Grading in the Vicinity of the Bridge. Commissioner Osiadacz <br />seconded the motion with discussion. Commissioner Osiadacz stated <br />that she is struggling with approving the resolution because it's only <br />a recommendation by staff for removal and the lack of notice to the <br />residents in the area. Lucas Huck stated that the issue gets worse <br />every year. Mark Cook added that currently the bridge is a risk with <br />the damage to the barrier rails and a larger event occurring could <br />take out the bridge all together. Further discussion was held. <br />Chairman Jewell added that staff needs to give notice to the residents <br />and look for alternate solutions for a permanent repair in the future. <br />Chairman Jewell seconded the motion with 2 votes to approve and 1 vote <br />opposed. Motion passed. <br />REQUEST TO APPROVE A PUBLIC NOTICE TO ADVERTISE FOR THE REQUEST FOR <br />QUALIFICATIONS FOR THE HAZARD MITIGATION PLAN AND COMMUNITY RATING <br />SYSTEM UPDATE <br />Mark Cook gave background on the Hazard Mitigation Plan and stated <br />that the grant has been awarded for the update to begin.
