KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORDS -- BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 23, 2017 <br />TOPIC: hazard Mitigation Plan Update Request to Advertise for Professional <br />Services <br />ACTION REQUESTED: Authorize Advertising <br />LEAD STAFF: <br />Mark R. Cook <br />BF-KOMMENDATION: <br />Authorize staff advertise for professional services supporting an update to the 2012 All <br />Hazards Mitigation Plan (HMP). <br />BREIFING SUMMARY: <br />• An update to the 2012 HMP is required <br />• Public Works (PW) has received $91,125 in federal funding for the HMP update <br />• PW has been working with FEMA to consolidate the Community Rating System <br />Plan into the HMP under a single planning effort <br />• PW has prepared a request for qualifications and is now ready to advertise for <br />professional services <br />BACKGROUND: <br />The county's Hazard Mitigation Plan was completed in 2012. Public Works lead the <br />planning effort. In August 2016, PW received a federal grant (E17-082) for completing <br />an update to the 2012 plan. During the past several months, PW PLIII Ms. Karen <br />Hodges, has been working with FEMA to finalize the process allowing us to consolidate <br />two planning efforts: HMP update and Community Rating Systems update — into a single <br />plan. PW recently received go ahead from the Washington State Military Department to <br />proceed with the combined planning effort (EXHIBIT 1) <br />DISCUSSION: <br />PW anticipates the planning effort will take most of 2018 to complete. Staffing levels are <br />not sufficient allowing a complete staff effort, though significant staff involvement is <br />anticipated. The county's match requirement is $30,375 [EXHIBIT 2). The match is <br />expected to come from the Flood Control Zone District —though many other junior <br />taxing districts will benefit from the effort. The Board of County Commissioners may <br />elect to solicit junior taxing districts for financial contribution offsetting financial impact <br />to the Flood Control Zone District. <br />Page 1 of 4 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
