Cook, PE Director <br />KITTITAS COUNTY BOWERS FIELD RUNWAY 7/25 CONSULTANT <br />SCOPE OF WORK <br />Background <br />Bowers Field is a World War II airfield used to train fighter pilots. Runway 7/25 was <br />constructed in 1942. During the period since construction, very little pavement <br />remediation has taken place. Significant cracks now exist throughout the length of the <br />5,590 foot long runway. Runway width is 150 feet. Weed growth is significant and has <br />become resistant to herbicides. <br />The 2010 Airport Layout Plan (ALP) lists the 2005 middle 50 feet of runway condition as <br />being poor to good. Since 2005, the asphalt pavement has continued its decline. The <br />2010 ALP forecasts the 2015 condition as likely being very poor to fair. <br />The runway is now limited to aircraft of 12,500 pounds or less. During the past several <br />years, landing aircraft has dislodged pavement requiring asphaltic patching. Depending <br />on location, sufficient pavement continuity is difficult to support anchoring of the asphalt <br />patches. A recent runway "pothole" could not be adequately repaired for nearly 72 <br />hours (County road crew members were engaged in annual bituminous surface <br />treatment operations). Given existing pavement condition, the inability to provide <br />constant maintenance support services to the runway, the airport manager issued a <br />temporary closing of runway 7/25. The County's on-call airport consultant supports the <br />temporary closure and has developed several options for remediating existing <br />pavement through pavement reconstruction. <br />Numerous stakeholders object to the temporary closure of runway 7/25. The Kittitas <br />County Board of County Commissioners is soliciting a "third party" evaluation of existing <br />7/25 pavement. Supporting this request, staff has prepared a suggested scope of work <br />for the third party consultant that targets Board desired deliverables from the selected <br />consultant. <br />Staff Suggest Scope of Work <br />Nondestructive testing of 7/25 asphalt <br />Using a falling weight deflectometer, or other like means, the consultant shall evaluate <br />various locations of 7/25 defining the current structural integrity of the pavement, the <br />subgrade condition and strength, and the load capacity of the pavement structure for <br />aircraft operations. The consultant will target an area in the center of the existing runway <br />and focus on a minimum width of 60 feet (30 feet each way from centerline) and a <br />411 N.
