WEIHL ROAD RID LEGISLATIVE PROCESS SUMMARY Mark Cook gave background on the ongoing work being done to form a Road Improvement District for Weihl Road. Mark Cook explained the process of formation and is suggesting he bring forward a draft ordinance for BOCC review prior to beginning the formation process. Mark Cook continued that he has built a schedule for BOCC review outlining the actions needed to move the process forward and will present to the BOCC after he returns from his training. Mark Cook added that after doing further research of the Revised Code of Washington (RCW) that county forces cannot perform the work to the roadway and the project will have to go out to bid which may add to the costs of the project. Discussion was held. Vice -Chairman O'Brien made a motion to direct staff to prepare the resolution of intent to formulate the RID for the October 16, 2018 agenda session and schedule a public hearing for November 20, 2018. Commissioner Wright seconded the motion. Motion passed 3-0. A member of the public commented on the topic expressing their appreciation of the work being done. Prior to adjournment Vice -Chairman O'Brien stated that he asked Jim Goeben, Information Technology (IT) Director to attend to discuss SmartGov permitting software and LaserFische. Jim Goeben stated that the topic of discussion was for the capital facilities plan. Vice -Chairman O'Brien agreed and discussion was held on the responsibilities of the departments involved in the process and the direction in which IT is to go in developing the requested application by the Auditor's Office. Jim Goeben commented that he will bring this topic to the next IT Study Session for further discussion.
