WEIHL ROAD RID LEGISLATIVE PROCESS SUMMARY <br />Mark Cook gave background on the ongoing work being done to form a <br />Road Improvement District for Weihl Road. Mark Cook explained the <br />process of formation and is suggesting he bring forward a draft <br />ordinance for BOCC review prior to beginning the formation process. <br />Mark Cook continued that he has built a schedule for BOCC review <br />outlining the actions needed to move the process forward and will <br />present to the BOCC after he returns from his training. Mark Cook <br />added that after doing further research of the Revised Code of <br />Washington (RCW) that county forces cannot perform the work to the <br />roadway and the project will have to go out to bid which may add to <br />the costs of the project. Discussion was held. Vice -Chairman <br />O'Brien made a motion to direct staff to prepare the resolution of <br />intent to formulate the RID for the October 16, 2018 agenda session <br />and schedule a public hearing for November 20, 2018. Commissioner <br />Wright seconded the motion. Motion passed 3-0. A member of the <br />public commented on the topic expressing their appreciation of the <br />work being done. <br />Prior to adjournment Vice -Chairman O'Brien stated that he asked Jim <br />Goeben, Information Technology (IT) Director to attend to discuss <br />SmartGov permitting software and LaserFische. Jim Goeben stated <br />that the topic of discussion was for the capital facilities plan. <br />Vice -Chairman O'Brien agreed and discussion was held on the <br />responsibilities of the departments involved in the process and the <br />direction in which IT is to go in developing the requested <br />application by the Auditor's Office.
