SEPTEMBER 18, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Lindsey Ozbolt, Planning <br />Official; Dusty Pilkington, Staff Planner; Dan Carlson, CDS Director <br />and Pat Kelleher, Appellant. <br /> <br />APPEAL HEARING NELSON AGRICULTURE SHORT PLAT/KELLEHER CDS <br /> <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened an Appeal Hearing to consider <br />an Appeal filed by Pat Kelleher of an Administrative Decision made <br />by the Kittitas County Community Development Services, regarding <br />Density for the Nelson Agriculture Short Plat. <br /> <br />PAT KELLEHER, APPELLANT reviewed his appeal of the Planning <br />Official’s determination regarding the density allowed on Lot 2 of <br />the JN Agriculture Short Plat (SP-15-00010), aka Nelson Agriculture <br />Short Plat. He provided reasons to uphold his appeal and asked for <br />the Board to reverse the administrative decision that only one <br />density unit is allowed on Lot 2 and that Lot 2 is not eligible to <br />be further subdivided; and allow for an accessory dwelling unit on <br />Lot 2 pursuant to Kittitas County Code Chapter 17.08.022 and <br />17.15.060.1. <br /> <br />LINDSEY OZBOLT, PLANNING OFFICIAL summarized the County’s Brief <br />relating to the determination regarding the density allowed on Lot 2 <br />of the JN Agriculture Short Plat aka Nelson Agriculture Short Plat. <br />She included background information, administrative determination <br />and appeal, argument, and conclusion. She said the Appellant failed <br />to meet their burden of proof and asked the Board of County <br />Commissioners to affirm the CDS Planning Officials Determination and <br />to deny the appeal. MR. KELLEHER provided a rebuttal to Staff’s <br />comments and presentation. <br /> <br />The Board of Commissioners asked Mr. Kelleher questions. THERE BEING <br />NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS <br />CLOSED. <br /> <br />COMMISSIONER O’BRIEN moved to deny the appeal filed by Pat Kelleher <br />of an Administrative Decision made by the Kittitas County Community <br />Development Services, regarding Density for the Nelson Agriculture <br />Short Plat. COMMISSIONER WRIGHT seconded. <br />
