C. 20426 <br />OFFICE OF ENERGY PROJECTS <br />Project No. 2114-297 — Washington <br />Priest Rapids Hydroelectric Project <br />Public Utility District No. 2 of Grant <br />County <br />August 20, 2018 <br />Mr. Pat Kelleher <br />6530 Wilson Creek Road <br />Ellensburg, WA 98926 <br />Subject: Allegation regarding condition of restrooms and accessible routes at the <br />Vantage Boat Launch recreation site <br />Dear Mr. Kelleher: <br />On May 29 and August 7, 2108, you filed comments and an allegation that on <br />Sunday May 27, 2018, during a visit to the Vantage Boat Launch recreation site, you <br />found the permanent restroom facilities closed and replaced by six portable toilets, two of <br />which were laying on their side. Additionally, you state that all of the portable toilets <br />required cleaning, five of the six portable toilets were without toilet paper, and accessible <br />routes were inaccessible. Vantage Boat Launch is a required recreation site at the Priest <br />Rapids Hydroelectric Project No. 2114. i <br />On August 10, 2018, Commission staff spoke with Shannon Lowry, Lands and <br />Recreation Manager for Grant PUD, licensee for the project. Ms. Lowry indicated the <br />permanent restroom facilities at the Vantage Boat Launch recreation site sustained <br />significant damage due to vandalism shortly before the beginning of the recreation season <br />on May 31. All of the fixtures in the restroom building were destroyed. <br />Kittitas County Public Works Department constructed, operates, and provides <br />heavy maintenance for the Vantage Boat Launch recreation site, while day-to-day <br />maintenance is provided by Grant PUD. Kittitas County Public Works Department is <br />currently securing funding and permits for the repair of the existing restroom building, <br />including measures to improve building security. Kittitas County Public Works <br />Department expects to secure funding in September 2018 and implement repairs to the <br />restroom building in early spring 2019. <br />1 Order Issuing New License (123 FERC ¶ 61,049), issued April 17, 2008. <br />
