Cook RECOMMENDATION: Direct that staff submits comments on PUD's pending recreation plan now before the Federal Energy Regulatory Commission for review. BRIEFING SUMMARY: Kittitas County has not submitted comments on Grant PUD's pending recreation plan It is not known if Grant PUD will take over the restrooms following repair of vandalized fixtures • Ongoing parking issues continue plaguing the Vantage Boat Ramp BACKGROUND: The Vantage Boat Ramp restrooms remained closed due to spring (2018) vandalism. Public Works has a grant request pending with the Council of Governments for repair funding. Grant PUD has an update to its required recreation plan before the Federal Energy Regulatory Commission (FERC) for consideration. The County did not comment on the plan prior to FERC submittal. DISCUSSION: Grant PUD has not committed to taking the restroom facility over once repairs are made to the facility. The County is obligated to 2025 as a condition of the original restroom construction grant. Grant PUD has created increased pressure on the boat ramp with 2017 improvements. Ongoing overflow parking demands continue being problematic for Public Works. Grant PUD has been clear that overflow parking is not required in their project. FISCAL IMPACTS: Restroom repairs are estimated at being $30,000.
