SCJ ALLIANCE <br />CONSULTING SERVICES <br />ATTACHMENT A <br />July 7, 2017 <br />Mr. Dan Carlson, AICP <br />Community Development Director, Kittitas County <br />411 North Ruby, Suite 2 <br />Ellensburg, VIVA 98926 <br />Re: Critical Areas Ordinance Update <br />P2505.01 <br />Dear Mr. Carlson, <br />Please review the scope of work below for professional services associated with updating the Kittitas <br />County Critical Areas Ordinance (CAO). This estimate is limited to the phases of work summarized below <br />based on assumptions listed for each phase of work. <br />We have noted that the December 2014 draft of the CAO has several issues that were parked and left <br />unresolved following the Citizens Advisory Committee review. These items will need to be addressed, <br />either by the County or by Citizens Advisory Committee prior to finalizing the ordinance. Our current <br />scope does not include this work, but we can offer additional assistance on a Time and Materials basis <br />after receiving written or email authorization by the client. Alternatively, a new scope of work and <br />estimate can be provided for that update component. <br />Phase 1-- Desktop Review and Prosect Coordination <br />SCJ will conduct a desktop review of existing information related to the CAO update including the draft <br />code, discipline reports, mapping, and best available science documentation. Gaps in the data, if any, <br />will be identified and presented to County Staff along with recommendations for addressing the gaps. <br />This task also includes coordination between County and SCJ staff to assure efficient use of resources <br />and budget tracking. Our understanding is that the CAO includes the following contents: <br />17A.01 General Provisions <br />17A.02 Definitions <br />17A.03 Critical Aquifer Recharge Areas <br />17A-04 Fish and Wildlife Conservation Areas <br />17A.05 Frequently Flooded Areas <br />17A.06 Geologically Hazardous Areas <br />17A.07 Wetlands <br />Task 1— Review existing documents and summarize any gaps in the data <br />Task 2 -- General correspondence between County and SCI project staff <br />Total Phase 1 estimate: $3,000 <br />Phase 1 Deliverables <br />• Summary memo of data gaps, if any, and recommendations for addressing gaps <br />
