Cook <br />RECOMMENDATION: <br />Direct that staff prepare Wheil Road Road Improvement District Formulation Enabling <br />Documents. <br />BRIEFING SUMMARY: <br />• Road design supporting Wheil Road improvements are complete and final <br />estimated costs are defined <br />• Formulation of the Road Improvement District shall be pursuant to RCW <br />35.43.140 <br />• Staff is now defining the process and timeline for Board of County Commission <br />(BOCC) consideration <br />BACKGROUND: <br />Over the past several years, staff has worked towards establishing a road improvement <br />district supporting Wheil Road improvements. Several months ago, the BOCC's legal <br />advisor affirmed use of RCW 35.43.140 as the valid formulation process in state law for <br />the Board's use. <br />In June, PW presented final estimated project costs to the BOCC and the BOCC's cost <br />share was finalized. The next step in the process is to formulate the RID. <br />DISCUSSION: <br />'rhe following process summary of the formulation process is ofTered for BOCC <br />consideration. <br />1. A resolution declaring the Board's intent to order an improvement is ratified by a <br />majority of the Board. <br />2.
