07/17/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. JULY 17, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz and Vice-Chairman <br />Obie O’Brien. Excused: Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Erin Moore, WRP <br />Coordinator; Neil Caulkins, Deputy Prosecutor; Robin Read, Public <br />Health Administrator; Amy Cziske, Fiscal Tech. II; Peter Dykstra, <br />Special Appointed Deputy Prosecutor; Bill Clarke, Special Appointed <br />Deputy Prosecutor; Lisa Murray, Administrative Assistant; Jerry <br />Pettit, Auditor; Chris Horner, Deputy Prosecutor; and 7 members of <br />the public. <br /> <br />PUBLIC HEARING RESALE OF TAX TITLE PROPERTY TREASURER <br /> <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />approving the Resale of Tax Title Property. <br /> <br />LISA MURRAY, ADMINISTRATIVE ASSISTANT said they have received <br />multiple applications for the Resale of Tax Title properties, <br />including one from the City of Cle Elum for 2 parcels. They have <br />contacted the Assessor’s Office and Public Works Department and they <br />do not see any reason to maintain the properties. She recommended <br />the Board authorize the sale of Tax Title properties and to move <br />forward with allowing the Treasurer to hold an auction in order to <br />get the properties back onto the County tax rolls. MS. MURRAY noted <br />there are fees owed to the Kittitas Reclamation District and those <br />numbers had not been included. CHRIS HORNER, DEPUTY PROSECUTOR <br />indicated the Board could set a minimum bid at whatever amount they <br />want, even if it is less than the amount of taxes, interest, costs, <br />and owed. The proceeds would first be used to reimburse the County <br />for the costs of foreclosure, and then the remainder would go to <br />those funds created and maintained by general tax levies, as well as <br />the KRD’s irrigation assessments. If the minimum bid amount is set <br />at less than what is owed, KRD and the general tax funds would each <br />receive a pro-rate share. <br /> <br />THOSE PRESENT & TESTIFYING: JEFF SLOTHOWER, KITTITAS RECLAMATION <br />DISTRICT’S ATTORNEY requested the Board to set a minimum bid that <br />would ensure recovery of the Irrigation District’s liens, whether <br />it’s to the public or direct negotiations with the City of Cle Elum. <br />CHAD STEVENS questioned if the properties had to be purchased <br />together. RYAN CALHOUN spoke in favor of authorizing the sale of Tax <br />Title properties. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE <br />PUBLIC PORTION OF THE HEARING WAS CLOSED. <br />
