12.04.06.030 Existing Bridges and Drainage Structures. <br />Prior to any land division approval and as directed by the County Engineer, an inspection of existing <br />bridges and drainage structures within the boundaries of the development shall be conducted by a <br />professional civil engineer, licensed in the State of Washington, knowledgeable of bridge design and <br />construction. The inspection shall include an assessment of the existing bridges and drainage structures <br />with regard to the requirements set forth in these standards for load function, superstructure, and <br />abutments. <br />Existing bridges and drainage structures within the boundaries of the development that do not meet the <br />standards of this section shall be replaced with new bridges and drainage structures or the existing bridges <br />and drainage structures shall be modified as necessary. <br />Should the development review process identify off-site locations where the existing roads must be <br />widened or realigned as a condition of development approval, all affected bridges and drainage structures <br />shall be evaluated in the same manner as for those within the boundaries of the development. All <br />necessary widenings, extensions or replacements necessary to accommodate the new roadway width or <br />alignment shall meet applicable structural and hydraulic design standards. <br />12.04.06.040 Bridge and Major Drainage Structure Design Standards. <br />The following shall apply to the design of all bridges and major drainage structures, public and private, in <br />Kittitas County: <br />A. Except where these Standards provide otherwise, design detail, construction materials, and <br />workmanship for all bridges and major drainage structures serving public or private roads and <br />driveways in Kittitas County shall be in accordance with the applicable, most current, and as <br />amended editions of the following publications: <br />AASHTO Standard Specifications for Highway Bridges <br />2. AASHTO Guide for Selecting, Locating, and Designing Traffic Barriers <br />3. WSDOT Standard Specifications for Road, Bridge, and Municipal Construction <br />4. WSDOT Standard Plans <br />5. WSDOT Design Manual <br />6. WSDOT Bridge Design Manual <br />7. WSDOT Bridge Detailing Manual <br />8. Washington Department of Fish and Wildlife Water Crossing Design Guidelines <br />9. U.S. Army Corps of Engineers <br />10. All applicable RCW and WAC requirements. <br />B. A hydraulic analysis shall be performed for all culverts, open channels and box culverts in <br />accordance with the WSDOT Hydraulics Manual and KCC 12.04 Article V.
