12.04.05.020 Applicability. <br />The provisions of this article are intended to guide and advise those who conduct new development or <br />redevelopment within Kittitas County. The provisions establish the minimum level of compliance which <br />must be met to permit a property to be developed or redeveloped, as defined below, within Kittitas <br />County. <br />This article shall be applicable to all land -disturbing activities including new development and <br />redevelopment, including transportation projects, that are within the boundaries of unincorporated Kittitas <br />County and that meet one or more of the following criteria: <br />A. All land -disturbing activities within the Kittitas County National Pollution Discharge Elimination <br />System (NPDES) Phase II boundary. <br />B. New development or redevelopment that results in five thousand square feet or more of new <br />pollutant -generating impervious surfaces (PGIS). <br />C. New development or redevelopment that results in ten thousand square feet or more of new <br />impervious surfaces. <br />D. Construction activities that include one acre or more of land -disturbing activity, or construction <br />projects smaller than one acre that are part of a larger common plan of development or sale if it <br />will ultimately disturb one acre or more. <br />This chapter is adopted pursuant to authority conferred by and in accordance with the provisions of the <br />State of Washington Water Pollution Control Law, Chapter 90.48 RCW, and the Federal Water Pollution <br />Control Act (the Clean Water Act) Title 33 United States Code, Section 1251. <br />12.04.05.030 Stormwater Management Manual Adopted. <br />Kittitas County adopts by reference the Stormwater Management Manual for Eastern Washington <br />(SWMMEW), current edition, as now or hereafter amended, along with additional provisions for stormwater <br />management as follows in this chapter. <br />12.04.05.040 Specifications. <br />All stormwater facilities shall be designed in accordance with the current edition of Washington State <br />Department of Ecology's SWMMEW. Public road projects may be designed using BMPs specified in the <br />current edition of the Washington State Department of Transportation (WSDOT) Highway Runoff Manual <br />(HRM); however the Core Elements of the SWMMEW must still be met. Elements of stormwater collection <br />and conveyance systems that are not addressed in the SWMMEW shall be designed in accordance with the <br />current edition of the WSDOT Hydraulics Manual. <br />12.04.05.050 Exemptions. <br />Projects exempt from this code include the exemptions and partial exemptions listed in the SWMMEW, <br />Sections 2.1.3 and 2.1.4, current edition.
