E. The emergency vehicle access road shall be shown on the site plan. <br />The emergency vehicle access road shall be maintained in accordance with these standards by the <br />property owner. <br />G. Gates maybe permitted and shall meet all the requirements of KCC 12.07.08.110 <br />H. "No Parking - Fire Lane" signs shall be provided at the required location(s), as directed by the <br />County Engineer. Signage shall be maintained by the applicant. <br />Article V. Stormwater Management <br />12.04.05.010 Purpose. <br />The purpose of this Article is to establish stormwater standards and guidelines for use by the development <br />community and others who will create stormwater runoff through land -disturbing activities in Kittitas <br />County. More specifically, this Article addresses the following purposes: <br />A. Prevention of accelerated soil erosion and control stormwater runoff resulting from land disturbing <br />activities both during and after construction through the use of Best Management Practices (BMPs). <br />B. Reduce the need for costly maintenance and repairs to roads, embankments, ditches, streams, <br />wetlands, and stormwater control facilities due to inadequate soil erosion and stormwater runoff <br />control. <br />C. Reduce stormwater runoff rates and volumes, soil erosion, sediment, and nonpoint source pollution <br />from development and redevelopment through stormwater BMP. <br />D. Help protect individual property rights, preserve fish habitat, and promote sound development <br />activities which respect and preserve water quality. <br />E. Provide long-term responsibility for maintenance and operation of stormwater BMPs. <br />F. Protect the conditions of state (and U.S.) waters for public use and ecological function. <br />G. Facilitate compliance with state and federal standards and permits by owners of construction sites, <br />developments, and permanent stormwater BMPs within Kittitas County. <br />H. To enable Kittitas County to comply with the Eastern Washington Phase II Municipal Stormwater <br />Permit, Washington Department of Ecology's Guidance for UlC Wells that Manage Stormwater, and <br />all other applicable federal and state regulations. <br />I.
