C. Shall be permanently established by a right-of-way or easement recorded with the Kittitas County <br />Auditor, providing legal access to each affected lot, dwelling unit, or business, and <br />D. Stormwater generated by roads shall be managed and retained on-site with a stormwater system <br />that conforms to the specifications of the most current version of the Stormwater Management <br />Manual for Eastern Washington and KCC 12.04 Article V. The stormwater system construction <br />shall be certified by a licensed engineer. The certification shall be included with the road <br />certification, and <br />E. Will not result in land locking of existing or proposed parcels, and <br />F. Will be maintained by the applicant or legally responsible owner or homeowners' association or <br />other legal entity made up of all benefited property owners, under the provisions of an <br />acceptable and recorded "Private Road Maintenance Agreement", and <br />G. Clearly described on the face of the plat, short plat, or other development authorization, signed <br />as a private road according to Public Works Road Naming & Signing Standards, and a disclosure <br />statement filed with the County Auditor stating that Kittitas County is not responsible for the <br />maintenance, and <br />H. For any development that contains a private road, the following note shall be placed on the face <br />of the plat, short plat, development authorization, and subsequent documents transferring <br />ownership of lots: <br />1. "Kittitas County will not accept private roads for improvement, maintenance, or service <br />as public roads until such roads are brought into conformance with current Kittitas <br />County Road Standards and formally adopted by the Kittitas County Board of County <br />Commissioners according to KCC 12.01.100 <br />I. Private roads shall comply with the design requirements of KC Standard Plans for Private Roads <br />based on Roadway Classifications in KCC 12.03. <br />12.04.04.060 Geotechnical Investigation. <br />Geotechnical conditions shall be investigated and tested in accordance with the latest edition, as amended <br />versions of the WSDOT Geotechnical Design Manual or AASHTO Design Manual. The County Engineer may <br />require additional geotechnical investigation based upon specific site conditions. All geotechnical work <br />shall be completed by a geotechnical engineer licensed in the State of Washington. <br />12.04.04.070 Intersections. <br />The County Engineer may require the applicant's engineer to furnish an access plan that will be used by <br />the county to review what impact the proposed access will have on the county road system. <br />Title 12 Kittitas County Code I Draft No. Working Draft for Adoption 6/12/2018 <br />41 <br />
