RIGHT-OF-WAY - Land, property, or property interest, usually in a strip, acquired for or devoted to <br />transportation purposes. <br />ROAD OR STREET - A general term denoting a public or private way for purposes of vehicular travel and <br />utilities, including the entire area within the right-of-way (includes alleyways). <br />ROAD IMPROVEMENT DISTRICT — Road Improvements paid by an assessment on lots, tracts, or parcels <br />that are specifically benefited by the improvement. <br />SHALL - A mandatory condition. Where certain requirements in the design or application use the word <br />"shall", it is mandatory that these requirements be met. <br />SHOULD - Where the word "should" is used, it is considered to be advisable usage, recommended but not <br />mandatory. <br />SPECIAL DISTRICT - Any recognized district within Kittitas County that may have some level of jurisdiction <br />over some aspect of a development. A special district may include, but is not limited to, Irrigation Districts, <br />Water Districts, and Fire Districts. <br />STOPPING SIGHT DISTANCE - The distance required to safely stop a vehicle traveling at design speed. It is <br />measured from the driver's eye, 3.5 feet above the pavement to the top of an object 2.0 feet high on the <br />pavement anywhere on the road as defined in AASHTO. <br />STREET OR ROAD WIDTH The distance measured from face of curb to face of curb across a street or <br />edge of traveled way. <br />TRAVELED WAY — That part of the roadway made for vehicular traffic excluding shoulders and auxiliary <br />lanes. <br />UTILITY - A company or individual providing public service such as gas, electric power, irrigation, <br />telephone, Internet, water, sewer or cable television, whether or not such company is privately owned or <br />owned by a governmental entity. <br />VARIANCE — A departure from these standards. <br />WORKING DAYS — Days on which the Department of Public Works is open for business, typically including <br />Monday thru Friday, not including holidays. <br />12.01.050 Authority and Enforcement. <br />Title 12 Kittitas County Code I Draft No. 5 - Working Draft forAdoption 5/12/2018 <br />8 <br />
