require special routing of large trucks or heavy construction equipment to prevent impacts <br />to surrounding roads, residences or businesses, the contractor shall be required to develop <br />and use an approved haul route and may be required to enter into a haul road agreement <br />establishing restoration procedures and work to be performed by the contractor upon <br />completion of the haul operation. <br />When required, the haul route plan must be prepared and submitted to the County <br />Engineer and approved prior to beginning or continuing construction. The haul route plan <br />shall address routing, hours of operation, signing, flagging and daily maintenance. <br />If the contractor's equipment or suppliers fail to use the designated haul route, the County <br />Engineer may prohibit or limit further work on the development until such time as the <br />requirements of the haul route are complied with. <br />The County Engineer may require the contractor to submit a pavement analysis of the <br />proposed haul route, prior to and immediately after construction ends. The pavement <br />analysis shall be performed by an engineer licensed in the State of Washington. if the final <br />pavement analysis determines that the roadway has been damaged, the contractor shall be <br />responsible for restoration of the roadway. <br />7. Haul Route Agreement: <br />When identified as a need by the SEPA review process or by the County Engineer, a haul <br />route agreement shall be obtained by the franchised utility, developer or property owner <br />establishing restoration procedures to be performed upon completion of the haul <br />operation. <br />8. The applicant or their contractor shall provide and maintain all Washington State certified <br />flaggers, flagger protective apparel, barricades, lights, standard signs, cones and other <br />devices, equipment and personnel required to meet Washington Department of Labor and <br />Industries requirements and as necessary for the protection of the public and maintenance <br />of traffic through the limits of the project at the applicant's expense. If the county <br />determines that traffic control is in an unsafe condition, the applicant, contractor, and <br />applicant's engineer, if warranted, shall be notified and shall be required to correct the <br />situation immediately. In circumstances involving an immediate hazard to public safety, the <br />county may make the appropriate corrections at the discretion of the County Engineer or <br />designee.
