barricades, signs and flagging shall conform to the requirements of the MUTCD. Signs must be <br />legible and visible and should be removed at the end of each workday if not applicable after <br />construction hours. <br />B. In addition to the requirements contained in the WSDOT Standard Specifications and MUTCD, the <br />following shall also be required: <br />1. Maintain One -Way Traffic: <br />The applicant shall maintain at least one-way traffic through time limits of construction at <br />all times and shall open the roadway to two-way traffic during periods when actual work is <br />not in progress. <br />2. Maintain Access: <br />Access to side roads and private driveways shall be maintained at all times unless otherwise <br />authorized by the County Engineer. <br />3. Postal Service Coordination: <br />The applicant or his/her contractor shall coordinate with the U.S. Postal Service when <br />construction requires mailboxes to be relocated or rearranged. <br />4. Driveway Closures: <br />When it becomes necessary to restrict access to private driveways for construction <br />purposes, as approved by the County Engineer, the applicant shall inform affected residents <br />at least forty-eight hours in advance and minimize inconvenience to residents in the area. <br />5. Temporary Road Closures and Detours: <br />When temporary road closures cannot be avoided the contractor shall post "To Be Closed <br />(state dates)" signs and place a legal notice in the newspaper a minimum of seven working <br />days prior to the closing. The types and locations of the signs shall be shown on a detour <br />plan. A detour plan must be prepared and submitted to the Department of Public Works at <br />least 15 working days in advance of the proposed closure, and approved prior to closing <br />any County roadway. In addition, the contractor must notify, in writing, local fire, school, law <br />enforcement authorities, postai service and any other affected persons as directed by the <br />County Engineer at least five working days prior to the closing. The letter must identify the <br />project, dates, and the name of the company, contact name and phone number of the <br />applicant and contractor. Thereafter, a letter shall be submitted to the County Engineer <br />providing a copy of the notice letter and outlining the names of businesses, residents, <br />institutions, government agencies, and all other entities contacted regarding road closure <br />project. <br />6.
