collateral will not occur if the County Engineer determines deviations are present which have not <br />received prior approval. <br />B. A letter of acceptance and responsibility for maintenance of the improvements by the <br />appropriate utility company, special district, city, or town for all utilities and roads. <br />C. A letter from the appropriate fire authority stating that fire hydrants are in place in accord with <br />the approved plans. The letter shall also state that the fire hydrants are operational and provide <br />the results of fire flow tests. <br />D. Quality control test results must be submitted for all phases of the project in accordance with the <br />schedule for minimum materials sampling, testing, and inspection as found in the WSDOT <br />Materials Manual. The Department of Public Works shall review and approve a proposed <br />schedule of testing before commencement of construction. <br />E. Phased Construction <br />1. Engineer drawn plans must be submitted and approved by the County for the entire <br />development. <br />2. The construction may be phased. Final approval of a phase will be granted once the road is <br />constructed and inspected or the construction is bonded. <br />3. Phased construction must result in a safe and usable facility at the end of the current phase. <br />Temporary road construction or safety features may be required until the next phase is <br />completed. <br />12.04.11.040 Certification. <br />Construction plans and other engineering documents submitted for review and comment must include the <br />following statement on the cover sheet: <br />These construction plans for [insert name of subdivision, development, or project] were prepared by <br />me (or under my direct supervision) in accordance with the requirements of Title 12 of the Kittitas <br />County Code. <br />Name of Engineer <br />Name of Firm <br />Date <br />The cover sheet shall also bear the following statement, and shall be stamped, signed, and dated <br />by the registered engineer who prepared or directed the preparation of the submitted document: <br />Title 12 Kittitas County Code I Draft No. 5— Working Draft forAdoption 6/12/2018 <br />80 <br />
