storm drainage improvements for which approval by the Kittitas County Department of Public Works is <br />required. <br />12.04.11.020 Applicability. <br />When road or driveway construction, storm drainage, or utility work inside the existing public right of way <br />or private roadway easement is required by conditions of land development, building permit, special use <br />permit, and other approvals in the Kittitas County Code, construction plans for these improvements shall <br />be prepared that meet the requirements in these standards. Failure to meet the requirements set out in <br />this chapter shall constitute an incomplete application and shall not be accepted for review. <br />12.04.11.030 General Standards for Final Construction Plans. <br />The following general standards shall be met for final construction plans: <br />A. All road and stormwater construction must conform to Kittitas County Road Standards current at <br />the time of application. Any construction occurring four years or more after final approval shall <br />require reexamination of the plans by the Engineer who may require that they be made to conform <br />to standards and specifications current at that time. <br />B. Application for a grading plans and permit shall be required unless the applicant is submitting <br />construction drawings that are signed and sealed by an engineer licensed in the State of <br />Washington. Grading is covered in KCC 14.05. <br />C. Construction plans for roads accessing state highways shall be submitted by the applicant's <br />engineer directly to WSDOT in accordance with WSDOT standards and submittal procedures. The <br />applicant shall obtain all approvals from WSDOT before final plan approval will be granted by <br />Kittitas County. A copy of the approved plan from WSDOT shall be submitted before final plan <br />approval. <br />D. Prior to release of collateral by Kittitas County, the applicant must present a statement from a civil <br />engineer licensed in the State of Washington that the project has been completed in substantial <br />compliance with approved plans and specifications. The applicant's engineer must document that <br />regular on-site inspections were conducted during the course of construction, and the field plans <br />utilized were the same as those approved by Kittitas County. The engineer shall also state quality <br />control testing demonstrates compliance with the plans and specifications approved by Kittitas <br />County. A final inspection by the Department of Public Works is required and all deficiencies must <br />be corrected prior to release of collateral. <br />The applicant must also submit the following items prior to release of collateral or final approval: <br />A. One set of "as -built" plans for the improvements must be submitted with the road certification or <br />at the time the letter requesting collateral release is submitted. The "as -built" plans must be <br />clearly labeled as such, and must be signed and dated by a licensed civil engineer. They may be <br />design plan markups and must show any deviations from the approved plans.
