Landscape and urban design plans, when included in a project as outlined above, shall be submitted with <br />the application. At a minimum, the landscape plan shall contain: <br />A. A plant schedule showing all plant materials keyed to the plans and identified by name, quantities, <br />condition, type and size of plant materials to be used, <br />B. Natural features including but not limited to water bodies or vegetation to be left in its natural <br />state, <br />C. The location of all existing and proposed planting areas on the site, <br />D. Clearances to sight distances and turning radii, <br />E. The locations of existing and proposed features and plantings shown to scale at mature size, <br />F. The name and address of the person, firm or organization that prepared the landscape plan, <br />G. A description of how survival of the plantings will be accomplished shall be included with the <br />landscape plan. An irrigation plan shall be submitted if an irrigation system is proposed for <br />maintaining the project. <br />12.04.09.120 On -Street Parking. <br />Accommodations for on -street parking may be incorporated into roadways as defined by KCC 12.03 road <br />classifications and zoning and land -use needs. On -street parking is typically parallel type parking but <br />angle parking and other configurations may be considered at the discretion of the County Engineer, based <br />on engineering justification and suitability of the project site. All on -street parking shall be designed in <br />accordance with the latest edition of the WSDOT Design Manual, AASHTO, these standards, and other <br />applicable design standards. All on -street parking shall be subject to approval by the County Engineer. <br />12.04.09.130 Traffic Calming. <br />Kittitas County encourages the implementation of traffic calming measures in order to manage traffic <br />volumes, reduce excessive vehicle speeds, improve pedestrian and bicycle safety, improve student <br />pedestrian safety, and enhance neighborhood identity and aesthetics. Traffic calming elements should be <br />appropriately selected to address the specific identified need and design solutions should be customized <br />fit the context of each individual scenario. Design shall be based on engineering justification and <br />suitability to the project site, and in accordance with these standards and other applicable design <br />guidance. Traffic calming elements shall be designed to accommodate the appropriate vehicle turning <br />movements and shall not limit sight distance. The County Engineer may require that traffic calming <br />elements be incorporated where engineering justification indicates that traffic calming measures are <br />warranted. All traffic calming measures shall be subject to approval by the County Engineer.
