COMMISSIONERS’ MINUTES
KITTITAS COUNTY, WASHINGTON
BOCC CONFERENCE ROOM
REGULAR MEETING
HR STUDY SESSION
5. OTHER BUSINESS
Director Young introduced a possible policy change for Board consideration with regard to Elected
Officials becoming County employees after they leave office. Commissioner Jewell stated that he would
like the Board to add language that would restrict Elected Officials from working as a regular County
employee for two years after their term is up, removing the potential appearance that an Elected
Official made special arrangements to secure a regular position prior to their term ending. He also
noted that the City of Ellensburg has a similar policy. Commissioner O’Brien inquired about the possible
consequences of preventing an Elected Official from applying for a position for which he/she is truly
qualified for. Commissioner Jewell expressed concern that, even if the Elected Official was the most
qualified candidate, his/her employment could look like someone had made some sort of deal.
Commissioner O’Brien stated that he would be comfortable with a one year restriction on an Elected
Official’s eligibility to work at the County after their term, adding that he would like the language to
include the ability for the Commissioners to make a special exception. Commissioner Jewell agreed that
one year would be acceptable, but felt that there should be no exceptions. Director Young will draft a
policy amendment for the Commissioners to review.

ADJOURN
The meeting was adjourned at 10:21 AM.

KITTITAS COUNTY COMMISSIONERS
KITTITAS COUNTY, WASHINGTON
Lisa Young, HR Director Laura Osiadacz, Chairman
