Cook <br />RECOMMENDATION: <br />Direct that staff meet with Hyak residents defining the appropriate level of annual <br />maintenance donation from Hyak residents supporting continued snow removal. <br />BRIEFING SUMMARY: <br />• Numerous potential binding options have been evaluated offsetting the abnormal <br />cost of annual maintenance of the Hyak roadway network. <br />• Public Works (PW) is awaiting a response from the Board's legal advisor on the <br />ability of Hyak residents to donate funds offsetting the cost of annual <br />maintenance. <br />• Failing the ability of Hyak residents funding abnormally high annual maintenance <br />costs, vacation of the roadway network remains an option for the Board. <br />BACKGROUND: <br />During the past several months, PW has briefed the Board of County Commissioners <br />(BOCC) on maintenance cost issues associated with servicing the Hyak roadway <br />network. Numerous funding options have been evaluated and only the tolling option of a <br />Transportation Benefit District appears to be applicable to maintenance spending. The <br />BOCC requested staff evaluate "donations" as a possible funding mechanism at the PW <br />Study Session on May 14, 2018. <br />DISCUSSION: <br />PW has submitted a request to the BOCC's legal advisor. At the time of this writing, we <br />have received no response. Hyak residents should be solicited for defining the <br />willingness to participate in a voluntary annual donation effort supplementing the cost of <br />snow removal in Hyak. Using the County's GIS system and making a quick estimate of <br />residences in Hyak, we estimate a potential peak population of 390 — based on 2.5 <br />persons per household.
