You mention that the BOCC is not
interested in moving forward with our proposals as "presented": this leads me to believe that
there might be interest in some form.
If this is the case, we are open to discussions involving how a land swap may take form. We are
willing to trade upward of 20 acres of current industrial zoned land for the 6 acres under Public
Works ownership on Highway 903.
We also need to be very clear that the 6 acres involved in the land swap will be donated for
community use. At this point, we do not know what entity is in place for this donation but
discussions with fellow citizens center on this location as a likely location for the Upper
County/City of Cie Elum Pool Complex. This would be our hope.
Many of my fellow upper county residents, including myself do not wish to see the county public
works facility move onto this 6 -acre site bordering Highway 903. Likewise, in the long-term, we
are hoping that any expansion of the existing county transfer station would be off of the Highway
allowing for the conversion of this land into more suitable community uses but this provision is
'.not" involved with this proposal.
Recently, we worked with the State of Washington toward road improvements on Highway 903
and the County for improvements to Alliance Road in preparations for these road surfaces to
service our industrial land. These road improvements include left hand turn lanes onto Alliance
Road from 903 and improvements to Alliance Road. Additionally, we have installed an extension
of a 12" water main from the City of Cie Elum to service the needs of properties north of Crystal
Creek.
We were somewhat shocked when we learned that County Public Works closed on Rural zoned
land which will then be converted to industrial uses without reaching out to adjacent land owners
that were zoned for this use.
In recent research toward annexing our properties into the City of Cie Elum, it is noted that the
City of Cie Elum's population has increased by 3 people since 2010. (Washington state oFM - April
2017 populations Projections). This is coupled with a net loss of 5 citizens over this time frame for
