3. Control the discharge of toxicants to waters of the State of Washington. <br />S5. STORMWATER MANAGEMENT PROGRAM FOR CITIES, TOWNS AND <br />COUNTIES <br />This section applies to all Cities, Towns and Counties covered under this permit. Where <br />the term "Permittee" is used in this section, the requirements apply to any City, Town or <br />County, whether permit coverage is obtained as a Permittee or as a Co -Permittee. <br />New Permittees obtaining coverage after the issuance date of this permit shall fully <br />meet the requirements in S5 as specified in an alternate schedule as a condition of <br />coverage by Ecology. <br />A. All Permittees shall implement a Stormwater Management Program (SWMP) during <br />the term of this permit. The SWMP shall be implemented, at a minimum, throughout <br />the geographic area described for the Permittee in S LA. <br />1. A SWMP is a set of actions and activities comprising the components listed in <br />S5 and any additional actions necessary to meet the requirements of applicable <br />TMDLs pursuant to S7 Compliance with TMDL Requirements, and S8 <br />Monitoring and Assessment. The SWMP shall be designed to reduce the <br />discharge of pollutants from the regulated small MS4 to the MEF, to satisfy the <br />state requirement under Chapter 90.48 RCW to apply AKART prior to <br />discharge, and to protect water quality. <br />2. Permittees shall continue implementation of existing stormwater management <br />programs until they begin implementation of the updated stormwater <br />management program in accordance with the terms of this permit, including <br />implementation schedules. <br />3. Each Permittee shall prepare written documentation of the SWMP, called the <br />SWMP PIan. The SWMP Plan shall be organized according to the program <br />components in S53 below or a format approved by Ecology, and shall be <br />updated at least annually for submittal with the Permittee's annual reports to <br />Ecology (see S9 Reporting and Recordkeeping). The SWMP Plan shall be <br />written to inform the general public of planned SWMP activities for the <br />upcoming calendar year, and shall include a description of. <br />a. Planned activities for each of the program components included in 55.13.1 <br />through S5.13.6, and <br />b. Any additional planned actions to meet the requirements of applicable <br />TMDLs pursuant to S7 Compliance with Total Maximum Daily Load <br />Requirements. <br />C.
