- 'h:1 -R! -- February 5, 2016
Scope of Work
Review Proposed FEMA DFIRM Flood Mapping
IKittitas County
Watershed Science and Engineering (WSE) Is assisting K'rttitas County Department of Public Works with the
review of new flood hazard boundary maps prepared by FEMKs study contractor STARR. The maps are to
be included in a new County -Wide Digital Flood insurance Rate Map (DFIRM) STARR is currently preparing.
WSE will review the proposed draft floodplain boundary maps to confirm that they present a reasonable
representation of the flood hazard area. Specific tasks to be completed by WSE will include:
Task 1. Data Collection
WSE will obtain the data and information required to complete the review including but not limited to:
u Draft DFIRM flood hazard area map files prepared by STARR
A Topographic data used to develop the flood hazard data, including LIDAR and ground based
channel surveys
HEC -RAS made) Input and output files
Hydrologic data and analyses used to determine magnitude of annual instantaneous peak flow
flood frequency discharges for each stream
Road and canal structure data used to code crossings in the HEC -RAS models
o High water mark and corresponding discharge data used to calibrate HEC -RAS models created for
the Yakima River
c Historical flood data such as photographs and documented anecdotal information
Task 2. tone A -- Approximate Study Areas Mapped By STARR
WSE will review draft flood hazard maps for streams where HEC -RAS models have been created to estimate
flood hazard Inundation limits (Zone A flood hazard areas}, The review will consist of comparing proposed
flood hazard delineations to topographic data, historical flood photographs, and anecdotal information. If
areas are identified where the de)lneatkms do not appear reasonably accurate and if there are homes or
structures in those areas, WSE will create a map and short written summary which Identifies and describes
the apparent problem. The streams to be examined include:
Crystal Creek (partial reach)
Dry Creek (partial reach)
Little Creek (partial reach)
r Manastash Creek (partial reach)
e Cluliomeme Creek
t Robinson Creek (partial reach)
e Roza Creek
Skookumchck Creek
o Squaw Creek
Taneum Creek (partial reach)
Tekison Creek
a Limtanum Creek
