DISCUSSION: <br />Working with Watershed Science and Engineering (WSE), PW identified numerous <br />creeks and the Yakima River (Easton downstream to Cle Mum) for remapping <br />consideration. PW wrote a task order with WSE (EXHIBIT 1) defining the technical <br />review specifics associated with our reconsideration of map adoption. Our review effort <br />(E)GHBIT 2) was provided to FEMA and the mapping team made appropriate <br />adjustments on their end. As part of the required remapping effort, the County is <br />required to have FEMA issue digitized flood hazard maps for all areas of hazard in the <br />County not being addressed in our current effort (EXHIBIT 3). The result of this map <br />adopting process is: New better maps for portions of the County with the existing maps <br />in digital form. Errors in the 1984 digitized maps will remain. Our ability developing <br />relatively inexpensive highly accurate flow models for pennies on the dollar (compared to <br />FEMA costs) positions us for future efforts in problem areas in the County. Our success <br />with modeling Currier Creek, Whiskey Creek and Mercer Creek affrms the value of our <br />remapping in the absence of FEMA contractors. <br />Reviewing the revised maps, there is one area of concern: Thorp. PW recently discussed <br />the revised mapping impact on properties located behind the railroad grade. The current <br />hazard map (1984) does not show any hazard behind the grade. A policy implementation <br />in the past two years now requires FEMA to model the grade as no benefit to flood <br />attenuation. The result is mapped hazard behind the railroad grade. In nearly every other <br />new map, floodway extend reduces. Staff is anxious to get the new maps out for public <br />review. As part of the adoption process, FEMA is required to notice congress of the <br />remapping effort (EXHIBIT 4). That notice is attached for BOCC background and <br />overall program understanding. <br />PW will prepare an outreach campaign and present it to the BOCC on our March 260' <br />study session.
